UTStarcom Signs Contracts Totaling Approximately $120 Million With China Telecom for Expansion of IP-Based PAS Networks in Three Provinces

ALAMEDA, Calif., Jan 19, 2005 /PRNewswire-FirstCall via COMTEX/ -- UTStarcom, Inc. (Nasdaq: UTSI), a global leader in IP-based, end-to-end networking solutions and services, today announced that it has signed contracts valued at approximately $120 million with China Telecom Corporation (CTC). These contracts will expand the operator's existing IP-based PAS (Personal Access System) (iPAS(TM)) networks in the Jiangsu, Zhejiang and Sichuan provinces in China.

"Over the last several months, China Telecom officials have publicly reiterated that they will continue to invest in PAS even when 3G licenses are issued, as it is viewed as a complementary service to 3G that will target a different demographic," said Ying Wu, chief executive officer and chairman of UTStarcom China. "Although we have seen a slowdown of operator investment in new PAS networks in China, the continued market demand for PAS services drives the necessity for additional expansion of existing network capacity as represented by this contract. We believe the demand for affordable wireless telecommunications service in China, especially with the urbanization of the western provinces over the next 10 years, will continue to drive the growth of PAS in the future."

As the company recently noted, there have been several changes in the structure of the telecom industry in China over the last several months, including restructuring of the management teams at the major operators and centralization of procurement procedures. These changes were implemented late in the fourth quarter of 2004 and have lengthened the time it takes to achieve final acceptance and revenue recognition.

PAS has become a mainstream telecommunications service in China with more than 65 million subscribers currently. PAS networks have been deployed in almost all major cities in China's 31 provinces, autonomous regions and municipalities by the two major fixed-line operators in China, China Telecom and China Netcom.
